Men of 18 years or over and women of 16 years or over can be legally married and those under 20 need to get consent from their parents.

An international marriage should be reported at one's district (‘gu' in Korean) office. Those who got married before February 1, 1995 can have an international marriage certificate issued at the Civil Affairs Office located on the first floor of Seoul City Hall. Those married thereafter can have the certificates issued at the district office where they reported their marriage. One should visit the Civil Information Division in the district office and present his or her ID. A fee of 3,300 won is required
