Vision Gwangjin 2006 is a systemic and comprehensive long-term development plan which ensures the advancement and resolution of problems in each area. After analyzing the most important potential projects to formulate an upgraded master plan, we selected 10 key projects to be implemented during the next 4 years.
With scrupulous planning and efficient resource investments, we will make Gwangjin a place where life is led with less anxiety and more warm-hearted faces. |

Everyone, regardless of age or gender, has easy access to appreciate classical music.
Physically challenged people and elderly people with senile dementia are taken care of with warmth. Everyone is assured of safety against flooding. Vision Gwangjin 2006 will boost the quality of life by establishing a superior culture/welfare infrastructure and ensure safety against flooding by implementing scientific anti-flooding measures. |

Plaza for Gu Residents
Construct a public plaza for Gu residents on a site of 1,800 pyng within the Jayang-
Dong Konkuk University athletic facility, with a total floor space of 5,580 pyng on 3
underground floors and 6 above-ground floors. The Gu plaza will serve as a
comprehensive cultural center equipped with various culture/sports facilities including
the Gu Council offices, performance hall and exhibition hall.
Gu Sports Center
Build a Gu sports center at the 1,800-pyng Gwangjang-Dong playground site with a
combined size of 2,500 pyng on 2 underground floors and 3 above-ground floors.
The center will support various sports with a swimming pool, golf practice range,
basketball courts, etc.
Comprehensive Welfare Center for the Elderly
A welfare center for the elderly will be built by June 2003 at Gunja-Dong 364-16 on a
lot of 482 pyng, combined size of 966 pyng on 2 underground floors and 4 above-
ground floors. The center will provide wide-ranging, convenient facilities for the elderly
including physical therapy room, public bath and therapy room for senile dementia.
Youth Training Center
Promote the establishment of Youth Training Center within the Neung-Dong Children
Plaza on a lot of 1,200 pyng and the combined size of 15,00 pyng on 2 underground
floors and 3 over-ground floors to encourage healthy cultural activities among the
youth.
Dong Culture/Welfare Center
Promote the reconstruction of culture/welfare centers at Junggok 3-Dong, Neung-
Dong, Jayang 1-Dong and Hwayang-Dong, which are outdated and too small.
Other cramped Dong centers besides those mentioned above will be expanded or
rebuilt to ensure the provision of high-quality cultural/welfare services. |

Relocate the KEPCO (Korean Electric Power Corporation) Hwayang Transformer
Substation indoors to complement the culture/welfare infrastructure and to beautify
the city scenery. At the current 4,500-pyng substation lot, various culture/welfare
facilities and a middle school will be built.
Actively promote the relocation of the 12,000-pyng National Psychiatric Hospital to
build culture/welfare facilities including schools, a sports center and apartments to
revitalize the development of Junggok area. Propose measures to foster areas of
Junggok-Dong neighboring subway stations such as Gangbuk to promote balanced
development of the regions. |

10. Create a disaster-proof Gu by implementing safety measures including
construction to permanently prevent flooding. |

Construct the Noyu Flood Pumping Station near the interchange at the northern part of
the Yeongdong Bridge to prevent flooding in the Noyu/Hwayang areas and also build
the Gwangjang Flood Pumping Station at the Gwangjang playground site to prevent
flooding in the Gwangjang area. These two measures will remove the fundamental
causes of flooding.
Conduct anti-flooding construction in the Junggok-Dong area, expand the Junggok
Flood Pumping Station and install pipes to funnel rainwater along the Cheonhodae
Road to Junggok flood pumping station.
In order to prevent flooding in the Neung-Dong/Gunja area, expand the sewage
under-drain within Hankook Cosmetics, install sewage pipes bypassing Sejong
University and improve sewage pipes near the Hwayang market. In addition, for
flooding prevention in the Jayang area, promote improvement/installation of sewage
pipes under Jayang Road. |
